The same thing happens again and again.

Too little info to go on.

Intermittent issues can be due to a number of things:

- Mechanical failure such as broken/corroded joint; broken USB port (how likely that both can be broken at the same time? must be something more central);

- Board failure due to corroded or failing component along the USB circuit, up to the PCH itself.

Has the laptop been subject to a hard drop? Liquid spill?

When the USB ports work, can they work for USB 2.0 and USB 3.0 devices? How about small wired mice?

Did you notice that when they are failing, some of the above fail and something else works? Such as fails to work with external/portable USB 3.0 HDD, but works for a small USB 2.0 mouse?

Those questions may help narrow it a bit. Ultimately, you'll need to have it examined at board level by someone with the right knowledge.

There is no miracle remedy for this. You have to either access the mother board and start diagnosing, or take it to someone who could do the diagnosis and repair for you. It can be Apple itself or an AASP (be ready to pay for a brand new board) or to a reputed independent repair store (there are many depending on where you are located, and it should cost you not more than half the cost of a new logic board in my opinion). Good luck.
