My S4 doesn't turn on
Yesterday I put my S4 in charging ... the battery was 0% power ... I let it for 1 hour ... but when I tried to turn it on ... the phone doesn't respond so what's the problem ???

Your battery may have fallen so low that there isn't enough power to even turn on the battery charging display and once it gets enough the power drain to light up the display keeps the battery from ever getting enough charge to power on.
Remove the battery and charge it on an external charger then put it back in the phone and see if it powers on or get a new battery that has a charge on it. Think of it as jump starting the battery.

I tried them both ... I charged the battery with an external charger and put it on the phone but the same problem ... and i tried a new battery but it doesn't give me the desired results
