Water damage can't fully turn on

While walking into work last night my phone was in its case in my rain jacket pocket and worked fine at work, after work I noticed a small bright light on the side of my phone and took the case off, which made the home button almost stop working and the power button stop completely. It kept asking if I wanted to slide to power off and I would click no but I would pop back up at least once a minute. So I reset the phones settings this morning after soaking it in rice for about 6 hours and no results and now it is stuck flashing the white Apple sign and then shutting off every 15 seconds. Could anyone offer any advice?
