it won't go past the last boot up page.

My phone died so like normal I put it on the charger for a while. When I turned it on it went through the normal start up but stopped at the last screen. It's the one with the "a service of tracking wireless, Inc". The light pulses blue and some times when it first gets to the screen it will flicker green. What can I do?
