Have you tried pushing the power and volume up buttons together or the power and the volume down to power down the device? If it is off you could then either try to start it normally or try to flash a new ROM onto the device.

I would take out the battery and then put the battery back in, but if it is an internal battery like an apple product you might have to get the battery to turn off fully until it will not even turn on then charge it and turn it on and hope for the best.

i try it but didnt work
You might have to reset to factory default to see if that fixes the reboot cycle.
