Can I add storage to my iPad 2,4?
iPad 2 with 16 GB of storage with S58942 Processor model A1475
I bought this iPad 2 at Cosco in 2015 and it only comes with 16 GB of storage. Is it possible to add more?

Yes it is possible, however I only see the service available in China.

Wouldn't this involve a logic board alteration or a new board thus voiding any warranty?
Of course this will kill the warranty. This involves resoldering larger flash memory chips, reformat and rewrite low level data with leaked factory software.
It doesn't sound like a viable solution. It is just in the realm of possibilities. It destroys the warranty and resale value. Why not just sell it and buy what he really needs.
Someone just posted a video about this. The guy said his shop is busy all day doing it. It's got me curious
