My phone won't turn off or on

I was charging my phone when it seemed to have died. As it was powering down it stopped and started to power back on. Then as is powering on it stops again and starts to power off. It's been doing this for a while now and the only time it stops is when I take the battery out. When I put it back in its fine, but when I try to power it on it starts over again.
