iPod doesn't work after replacing battery?

I replaced the battery on an iPod touch and now, I can't get past the DUI restore mode. The apple logo will flash on and off and iTunes gives me "error 21" after I try to reinstall the software.

Did I fry the logic board? What can you suggest?
