Why does the washer have a weird spin cycle

we have a hoover washer, and when it comes to do the final cycle the spin it always spins up for no more than 2 secs then spins back to normal then spins gradually to the desired spin setting

the q is why does it spin up then return to its normal spin cycle before spinning up to the set desired spin speed
