Why my pc shuts off halfway in loading a system?

Hello.

I have a Dell Optiplex 9010 DT (Desktop Tower, it's just low profile version) and it tries to boot, but after a minute or so it restarts. Is this a problem with the PSU? Or what is failing? And, if it's the PSU, do I need to buy the OG part or are there replacements?

Power supply is a 250w (?) one, CPU is i5 3rd gen (i5-3470) and I got more RAM (two DIMMs instead of one, both 4gb and none og). Not only that, but also a WiFi card.

Can you get into BIOS and leave it there for a while, without it restarting?

Can to start the OS in safe mode without it restarting?

When trying to locate problems it is easier to find out what works or doesn't work and then progress from there.

For example if you can get into BIOS and it stays on then generally the hardware is OK.

If it turns off in BIOS then you check is it turning off due to a heat problem for instance e.g. fan not working or dried thermal paste on CPU so PC is shut down etc

If safe mode stays on then it's looking like a driver problem in Windows

If it stays on in BIOS but turns off in safe mode is it a HDD problem etc

At least in narrows down where to start looking rather than assuming where the problem is.

Fixed: Dell is bad platform. I got a new PSU that I run externally. I'll make a new cover so that the PSU can be mounted. The Dell's proprietary design is bad. They only produce(d) it and only in 250 watt variant.

Correction: many more produce TFX (the format that is in most office PCs except ATX and maybe SFX)

So, in short it doesn't output enough wattage when cold or left for a year or two. What I recommend: if it's the full tower, replace the PSU to higher wattage (should just be ATX), meanwhile other ones are usable when you aren't pulling too much current.

Edit: I tracked down what form factor of PSU I have. It's TFX, which is very office computer (HP, Dell and even some servers)

I had another PSU (ATX, not the proprietary of DT I have) and changing it fixes all issues. It also is the same with 7010 DT. I already replaced the PSU once. It's just Dell being Dell.

Correction: the DT and SFF PSUs are TFX, less standard but still common
