Why does my tank not take gas properly?

When I try to put gas in the tank I noticed the gas cuts off as if the tank is full. I have to slowly put the gas in to keep it from stopping when I press the handle. Either the gas going in act as if the tank is full when its not, or the gas starts spewing out. How do I fix this
