When I connect my desk top to power supply it will not turn on, rather the power button will continue blinking just like

A blinking green power light usually indicates sleep mode.
Try pressing and holding the Power button operated for ~10 seconds and then release and check if the PC turns off.
If it does try turning it on again in the normal manner and check what happens.
