Why are the PS2 fat USB ports not working?

PS2 USB ports seem to not be getting power. Everything else works, console plays PS2 games (Blue discs included) DVDs and CDs. Only issue is that all 3 ports on the front do not work and sometimes it takes a lot of restarting the console for it to show the image on the TV (the TV doesn’t get any signal from the console quite often)

Controller ports and memory card ports also seem to be working fine but the A/V port and the USB port including that little square port close to the USB ports
