Check in Device Manager > Bluetooth to view the status of the Bluetooth adapter. To get to Device Manager in Win10 press the Win key + the x key (both together) and click on the Device Manager link

If there's a red cross next to the Bluetooth entry, right click on the adapter entry > Enable device, restart the laptop in the normal manner and check if the Bluetooth now works OK.

If there's a yellow exclamation mark next to the Bluetooth entry, right click on the adapter entry > Update drivers and follow the prompts. You need to be online to update this way.

If there's no red cross or yellow exclamation mark next to the Bluetooth category, right click on the adapter entry > Properties > general and check what it states in the Device Status box. Does it say that the device is working properly?

If there's no Bluetooth category in Device Manager (also click on View > Show hidden devices and check if there is an Other Device category as well, just in case it is there), check in Bios > Security > IO port Access > Bluetooth and make sure that it is enabled. To get into BIOS, start the laptop and when the ThinkPad logo is displayed, press F1.

Lastly it may be a faulty WLAN card. The Bluetooth is in the same card as the WiFi. Here's the hardware maintenance manual for the laptop. Go to pl65 to view the procedure to remove/replace the WLAN card.
