Power Issue: No Light or Beep After Replacing PSU

My brother got a free broken PS4 Pro (CUH-7215B) when he was a Domino's delivery driver instead of a tip one day. He gave it to me to have, and it had no light or power at all. When I opened it there were a crapton of dead cockroaches inside so I assumed they killed the PSU. I opened the PSU, and there was a weird hole in the board that wasn't supposed to be there. Bought a replacement from a reputable eBay seller, and it still has no power or light even with the hard drive removed. I went back in and made sure everything was fully plugged in and correct, and used a multimeter to test the caps around the southbridge chip. One of them is bad. Would the whole Southbridge chip need to be replaced or just the capacitor?
