Plug in magsafe charger indicator always green, fan not spinning, measured voltage across fuse on board with magsafe charger plugged in (it reads 19volts ), I'm pretty decent with fixing iPhone logic boards, this is my first with MacBook logic board.

I’m impressed the logic board is so clean!
I do see an area that needs investigation around the DC - In Board connector.
At this point you need to grab the schematics and board view drawings to trace out the power rails. I’m suspecting your issue is within the MOSFET power switching logic. Using a DVM you should be able to see what’s happening. Often times the knock-off charger has damaged them.

@n3dtech - Locate the logic board number it should be either 820-2530 or 820-2936 the images you posted are too blurry for me to ID.
Then search the internet for number and Schematic
