Turns On and Off

Hello i have a ps3 slim , and when i press the button to start the button shows green for like 3 minutes without starting anything , no fans no disk no motherboard , just existes , and after the like 3 minutes the ps3 starts the fans and the rest and shutdowns with a red light and continually blinks until i click on the button
