Why is my phone stuck in safe mode?

My phone went into safe mode. I followed instructions and pulled down from the top and clicked on restart to shut down safe mode. I have done this several times and my phone will not come out of safe mode. I have powered off and waited up to 10 minutes to no avail. I think it may have something to do with my volume button, as it has started going up and down on its own recently. How do I get my phone back to normal mode, please?
