It's a BGA style connection. It's possible with the right equipment, knowledge, and skills. However you'll be unlikely to find any shop that would want to bother to do it. The APU isn't an off the shelf part either, which means the only way to get a replacement is to harvest it from another steam deck.
Just search "Steam Deck APU Reball". I haven't heard of any technician anywhere on terra firma that has even attempted it. Just curious, what makes you think that the chip is at fault? What are your symptoms?

black screen. replaced ssd, no luck. wont boot
why do you want to replace it, steam deck is a pretty new console and shouldnt have gpu issues already
