Motherboard and Case Ports not working

So on my motherboard I had the same problem none of the hdmi or usb ports worked I checked all the connections and they all were secure. I would turn it on all of the case fans would run but no signal to usb or hdmi. We sent it back to asus and they said it was because of a scratch on the motherboard. So we bought a new one and I just installed it. Now I’m having the exact same problem any tips on how to fix it.
