Why is my washing machine not pumping water out (correctly)?

Hey, that is the exact model number we have in the manual you provided. So the hose is supposed to sit over the sink? I have it attached to a port under the sink.

No the hose is supposed to be connected to the drain if there is the appropriate fitting for it which you have.

Since it is a new house I assume that there's never been anything previously connected to the port in the drain pipe under the sink, is this correct?

If so check that there has been a hole drilled in the base on the inside of the port through to the main drain pipe i.e. so the water from the hose can flow into the drain pipe. Stick an appropriate length screwdriver in it and see how far it goes in. If there is a hole then it should be long enough to get to the other side of the drain pipe and not stop where the port stops on the pipe.

Usually with new plumbing fittings the ports in pipes are still sealed (basically the plastic side of the pipe) as you don't want waste water from the sink above coming out of them and flooding the cupboard in the case of a blockage in the drain's P-Trap, which is just below the ports. It is better that it rises up into the sink first where it will be noticed earlier. If there's a hose attached to them then usually it will be stopped by the drain valve in the washer or dishwasher, so again no flooding. It will still rise in the sink. This is of course as long as the hose clamps are secure ;-)

If there is no hole you will have to unscrew the pipe fitting and remove it and then using an appropriately sized drill bit drill a hole down through the base inside the port into the main pipe, clear out any swarf that may be still attached to the hole edge to ensure it has a clean edge so as to prevent any debris from catching etc and then reconnect the pipe back in again and connect the hoses up etc
