How do I get out of the automatic repair loop?

So I've been stuck with this automatic repair loop for a while now. It seems that I tried everything. I tried the start up troubleshoot but it couldn't fix it. I tried bunch of codes trying to find a corrupt file, searching for issues, nothing. Weirdly enough it cannot find the windows system32 file. I tried system recovery, it said I needed to activate it first (both of the recent ones)At last I tried to restart my computer completely (I tried both "keeping my files"and "deleting everything" option) it says it has trouble going to default settings. So it doesn't let me do anything.

What on earth can I do now?
