Bottom Freezer and Top Ice Maker not working

We came home this weekend to Samsung bottom freezer no longer working. I emptied it, switched off the breaker for several minutes and turned it back on. Not cooling at all, basically at room temp or close. Fridge works fine, but strangely the ice maker on the top (french door) is no longer making ice. I can see that the evaporator fan is working fine. Any thoughts? I took the panel inside the freezer off and the coils inside do not seem that cold. Not sure if that is normal or not.
