Fan not speeding up

Just removed IHS plates from both Cell and RSX, applied fresh grease. Before that fan used to max up after few minutes of any game, now it always idling. After 3 hours of MGS 4 it suddenly briefly maxed twice for 1-2 seconds both times with about 1-2 seconds pause, returned to idle speed and overheat warning appeared. Console turned off in few seconds after the warning. Doesn't seem to be false overheating, motherboard shield was pretty hot on touch.

I'm on latest official firmware (4.89). Fan test (when powering on while holding eject button) works, fan blows like crazy. Overheating message tells me that temp sensor also works. What could be the issue?

Solved it by installing evilnat 4.89 CFW and offloading temp management from SYSCON to CFW module. Looks like some issue with SYSCON like poor leg connection. Maybe I damaged it while removing IHS plate using heat gun or some other way. That may explain sudden fan bursts on high temp, it might be just high temperature temporarily restored that connection. Anyway, problem solved. Thanks for trying to help, bill!

A common mistake about thermal paste is using a lot. However, I don't know how this would cause your fan issue.

The fan works, the temp sensing works. The heat sink seems to work if it took 3 hours of play to heat it up.

The only variable is the replaced paste. Maybe redoing that insuring that it is a thin even layer on the device might work. Spread it with a razor blade evenly over entire surface
