Ps4 won't go past the PS4 logo

I have tried to restart, unplug, (in safe mode) reboot database, and initialize my PS4 but no matter what I try.. it'll turn on, I'll get the PS4 logo then it will go to a blank screen. It's not completely black..but it's like nothing will pop up on the screen. I've left it for hours and it'll just stay on the screen. The PS4 is still on and the blue light will flash in and out slowly. Any answers on what the problem could be and what I could do to fix the issue?
