Hi,
What is the model number of the laptop?
Has the laptop been dropped or gotten wet at all?
Try connecting and external monitor (TV?) to the laptop and check if the problem shows on it as well or not.
Try starting the laptop in safe mode just to eliminate the possibility that it is a driver problem.
In the end it may be a display panel problem and the LCD panel will have to be replaced as it cannot be repaired.
