From what you are describing here it sounds like the laptop has a BIOS password on it. The method to removing these passwords varies depending on the make and model of the laptop, sometimes you can pull all batteries and power sources (including CMOS) for about 15 minutes and that does it. Other times the password is stored in non-volatile storage in which case the chip containing the password will need to be changed, typically requiring soldering. Do you know what the model number is?
