IC POWER problems, low voltage and phone wont turn on

after i restart my phone, it wont turn on again, totally off because even when i charge it, it doesn’t show the red notification. I checked it to samsung repair store and they said that the IC POWER voltage wont go up so it cant be turned on. In order to get it back on it needs a new machine but all the data will be gone. Is there another way where you can just replace any part and get it back on without losing the data?
