Hotpoint ffs90, warm in refrigerator and cold in freezer

Hi I have a hotpoint ffs90 fridge freezer, usual problem warm in refrigerator and cold in freezer, the evaporator fan won’t operate used a meter to check seemed fine, no build up of ice, but replaced it anyway. Fitted new motor still fan doesn’t operate, only door catch on fridge and that’s working fine.

so what could be the reason the fans not being told to operate? Oh the the defrost heater get hot to the touch.

please help
