I have heard about Microsoft new project spartan. How can i use it.

Are you sure that this is “new”?
According to this and a lot more information on the web, Project Spartan is now called Windows Edge and it is the default browser found in Windows 10.
Just search for Microsoft Project Spartan to find more information.

No it is an old laptop Windows 7 Ultimate.
You need to check if your Win 7 Ultimate version has Service Pack SP1 installed and if so then you can install Windows Edge in Win 7
If it hasn't then you need to install Win 7 SP1 before you can install Edge.
