Safe mode, OS, and startup problems

My tweaking phone keeps opening the custom OS screen on startup. No buttons have any response and the only way ive been able to get out of it is by holding Power + Volume down/up. I also found that my phone does the same input which ever volume button i use. After i exit this screen, im in safe mode. I tried restarting, powering off, closing it by notification, letting it die. Is there a way to stop safe mode from booting up after leaving the custom OS screen?
