Printer coming out light in prints.

Hello We have a printer Hp M607, We got a new fuser and installed it and the same thing was happening. I would run test pages and they would all come out very light. I swapped the fuser with a tested and working printer of the exact model and the same thing. Any suggestions or repair cost? Thank you.
