Samsung RF264BEAESP Freezer cooling properly but Fridge not

My freezer is cooling to the temperature I set it (-19 degrees centigrade). I set my fridge on 3 degrees centigrade but it only cools to around 10 degrees. The display for the fridge temperature changes from 10 to 16 and the actual temperature, using a digital laser thermometer varies in the fridge from 8 to 13 degrees. The fridge was in storage for a year. When we took it back it had no gas. We refilled the gas. There is a small amount of water dripping from near the gas tank. The black metal pipes that comes from the gas tank are frosted over. The condenser is clean. The fan at the back of the fridge, near the floor is working. I am suspecting the fridge fan and maybe small gas leak could be the issue? Any suggestions?
