Console Wont turn on after Brown Out

So my friend gave me his Xbox One S and he told me that he was playing it one day during a thunder storm with the console directly connected to the wall. After a brown out, he was unable to turn on his console, he told me at first, it would start the start up sound heard on the console then it powered off mid beep. Ever since then, he was unable to get it to replicate it. He tried to replace the Power Supply, no luck. I investigated the Mother Board, but nothing seems out of place. Maybe a fuse broke? but that should be obvious. Has anyone else had this problem? I wanted to see before I tried replacing the Motherboard
