Device is stuck in boot loop when connected to 12W charger

When connected to a 12W wall charger the iPad will power on and show the Apple logo for about 5 to 8 seconds and then it will power off. It will then immediately power back on and do the same thing. This repeats indefinitely. I am unable to put the device in recovery mode, but I have been able to connect it to a MacBook Pro running High Sierra, and it is recognized by iTunes if I perform the actions to put it in DFU mode. However if I attempt to restore the iPad iTunes will get to the “Waiting for iPad…“ step and hang for many minutes. It will then eventually give me an error message saying “The iPad could not be restored. An unknown error occurred (4005)“. Is there anything else I should try? I think it might be useful to try the device restore on a later OS like Catalina.
