No Power After Power Outage - Power Board?

After a recent power outage, the TV would just not power on, either from the power button or remote. I’ve tried holding down the power while unplugged—didn’t help.
While testing the power board, though the fuse is not blown and capacitors look fine, I’ve noticed a few diodes with continuity with both polarities (shorted?). I’ve marked them red in the picture directly below. The standby power mostly hangs at ~3v, but it fluctuates(bad capacitor?)
I am not sure if these should be replaced and I’m not sure if there are any other problems. What should I try next???
Carson Dang .. when testing diodes it is important to lift one leg out of circuit to test. if there is a short in the circuit, all components will read shorted. this is why you will want to break the circuit by lifting one leg out. then youll get an accurate reading as to if they are shorted for real. after this, if they still read voltage in both directions, they are needing to be replaced.
have you tested the voltage at the connector leading to the main board with the device plugged in? what are you getting at each pin. please list the pin, pin label, and the voltage reading here for troubleshooting help. youll want to do this with the set plugged in and again after hitting the power button on remote or tv set.
i.e
pin 1 - 12v -0v off - 11.9v on
pin 2 - pson -3v off - 3.3v on
how you format is your choice but indicate whether the power is on or off.
