Why won't my Xbox One turn on after restart?

When I tried playing games they wouldn’t load. I was going to go to settings but then the “turn console off, turn controller off, restart Xbox (first time seeing this)” sign came up. I tried choosing turn console off but it didn’t work so I ended up having to restart my Xbox. Now my Xbox console won’t “turn off” even though there is nothing om the screen and every time I press the button on the actual console it dings. I’ve been waiting for 2 hours. I’m wondering if I should unplug it.
