Washer doesn't progress to next cycle

My Kenmore Series 400 Triple Action Agitator High-Efficiency ( Model number is 110.22102310) washing machine does not progress to the next cycle. It will stay on the wash cycle indefinitely. I have to stop the washer completely, then switch to rinse and spin. It will sometimes stop after that but sometimes stays in that cycle until I stop it. Then I have to switch to drain and spin. It usually stops when that cycle is complete. The actuator has been replaced. What’s next?
