Click of death from standby circuit

I have a Samsung 60 inch LCD tv. It has the click of death which is well known on other Samsung TVs but I have checked all the small capacitors on the board and they hold charge nicely. I've also checked for dry solder joints and checked all diodes that I can see. The other large capacitors all look fine.

The strange thing is that if I unplug the TV (power supply) for some hours and allow all the components to completely discharge the TV will turn back on and stay on but once I turn it off by using the standby function it goes into this click on/off rhythm. Its definitely the power board as it does it with all other boards disconnected. I'd like to fix the board without buying a whole new board if anyone can help
