Motherboard on and off immediately after few second

When I power on my pc the motherboard fan on and off immediately

So I remove my ram and clean it very nicely but I am still having that problem

Possible to list down the specs on this?

like what power supply you used?

what mainboard you use?

what RAM and configuration did you use? e.g. single / dual channel.

what graphic card did you use?

what had you tried apart from removing the RAM?
