Why won't any controllers connect wirelessly?

I have a refurbished Xbox One S. It’s been working great for over 1.5 years. After a little time of not using it, I start it up but neither of my controllers will connect via wireless. I changed out the batteries twice, (verified good charge with volt meter). I tried my rechargeable battery, too. I updated both controllers, soft and hard reset my Xbox but the only way my controllers will connect is via USB cable.

I’m still able to connect to my router without an ethernet cable. But my wireless controllers will not connect wirelessly.

How can I be sure it’s the console and not both controllers. If it is the console, what can I replace to fix it?
