How do I got out of a safe mode loop?

My system had a broken disc drive that I was able to fix, but once I plugged in the hard drive it said it cannot start the ps4.( I made sure that the hard drive works in my other ps4). I wired it to internet and updated it, yet the same problem still happened. The system wouldn’t let me, rebuild the data base. I even initialized my hard drive and still nothing. I attempted to use a usb, yet it didn’t seem to work. Does anyone have a solution to this safe mode loop?
