Xbox One powers up then immediately turns back off

My mom called me saying her Xbox was not working. It had set for a while unused (A few months) before she decided to play a game. It worked fine when she stopped playing it for the summer. As far as we know there was no liquid intrusion or any signs of abuse in anyway. An interesting thing that I have found is when it is first plugged in the fan turns briefly for about a second every three seconds. The light on the power supply turns from white to orange at the same time as this. It does this four times before stopping. We tried my dads power brick on hers and the same thing happened. We also tried her brick on his and his worked. So it is not the power brick. I can touch the Xbox button and the console will beep. The fan starts spinning and then the console beeps again as if you turned it off after which it turns off. I could do this in a never ending cycle for ever it I wanted to. I can insert disks and eject them just fine. I opened the console and found barely any dust so I wouldn’t think dust could have caused this. No signs of evident damage to any of the internal components either. There were no signs of failure before this. It worked fine up until now. Anybody got any clues as to what on the motherboard would cause this?
