Rpm surge when stopped? BMW 2008 128i

I’ve got a 2008 128i… problem is that when I’m driving, I’ll stop at a light or sign, full stop, foot on break, the engine surges. The rpms don’t go very high, maybe 1500…but it’s enough to jerk the car forward.
