My board is clean, the contacts have been revealed and have not been stripped away, and my wire is both small enough and my iron is hot enough, and yet I still can’t seem to be able to get my solder to stick to the jumper wire as I’m trying to apply it to the board. Is there something I’m missing here?

There is one word that is missing from your description…flux. Are you using flux?
For such small soldering work, you need added flux to insure all the surfaces are properly wetted and to insure proper heat transfer. There is simply insufficient flux contained in the solder wire for it to make a difference due to the small quantity of solder used.
Otherwise, insure your iron is hot enough and consider pre-tinning your jumper wire so that it adheres better and faster.

So wait, I also need to flux the board when I want to apply the wire and solder as a jumper? I completely missed that part, I thought you'd want the board as clean as possible to facilitate transfer.
Nope...flux is your friend! You clean the board afterwards. If you use No Clean Flux Paste, you don't have to worry about any flux residue under the IC's and you can just clean the surface residue with IPA and cotton swabs.
I really need to invest in some cause the stuff I have now is very messy, got any recommendations for brands in that regard?
@sighmyers Learning soldering on an iPhone ? You like making your life "adventurous" ;) Best solder out there is made by Amtech but..just stay away from the chinese 2$ fakes you find in big marketplaces..find a reputable seller to buy it from.
@arbaman Oh it gets even better, when I removed Meson D3 fell out as well, so not only did I have to deal with M1 like any ol' touch disease repair but I've been trying to bridge that particular connection as well and let me tell you it's been a heck of a time.
