Will changing motherboard is enough to get over icloud lock or do we need to consider any other replacements. By the way I did not steal from anyone. Bought it online which was icloud locked and the seller refused to replace the device.

yes that is for Touch ID. If you replace the board but keep the current home button touch id will not work, but will work as a home button.
If you buy a new board you must make sure it comes with the original Home button flex as these are paired to the boards.
