GE Front Loading Washer: Vibrating noise even when turned off

I have a GE Front Loading washer that makes lots of noise as soon as it's plugged in, even when not turned on yet. Sounds like maybe the pump, as the pump filter is vibrating a lot too. I cleaned out the filter and found a coin, but that was it.

Do we need a new pump? Is something wrong with the electrical to be powering the washer even when turned off?
