MacBook Pro 13'' inch Touch bar model left fan making noises
The left fan makes noises when it runs at around 1800-2400 RPM.
The frequency of the noise decreases as the RPM increases.

Get a small soft paint brush and a can of can’ed air. Follow this guide to take the bottom cover off 2016年末带Touch Bar的13英寸MacBook Pro 底壳更换 Be very careful when prying as you can damage your logic board if you push any tools to far in.
Once the cover is off brush the dust off your logic board and the fan’s. Using short blasts of can’ed air blow away the dust and debris. See if that solves things. If not its a bit of work to get the fans out as you’ll need to take the logic board out and will need a new fan unit.
