So I recently bought this phone from eBay and it looks like the last person who used it used a screen protector on it and it looks like they took it off and it left a coating behind that is not sticky and I’ve already tried using alcohol which did not work

GooGone removes every adhesive residue I’ve run across. In this case, I’d wet (not soak) a cloth rag with it and softly play floor polisher with it (circular motion), that’ll soften the adhesive. Then wet a paper towel with it and use a rolling motion, like a street sweeper to lift the adhesive. Do Not Spray directly on screen, it’ll wick down into circuitry - BAD.
