Why is there no power?

We have a Casio Privia PX-300 that does not power up. I have confirmed that there is voltage coming into the unit through the power supply and through the circuit board after the power button is turned on. If the Lithium battery is dead, would this keep the unit from turning on or is there another problem like maybe the mother board? There is a chance that the unit may have experienced a power surge.
